Web-Based Situational Awareness Program – Emergency Management
Introduction
Web-based situational management programs are information systems used to detect an emergency and share information on emergencies for situational awareness, and real-time communication. They are web-based and are mainly used in emergency management. The web-based situational awareness programs are web-based since the online platforms allow for easier sharing of information. The programs are further used by multiple users to provide situational awareness to different people. Consequently, many people will become aware of any disaster or emergency taking place and take the necessary steps to respond or manage the situation. The web-based situational awareness programs are essential in providing training and exercises, recording and mapping critical infrastructure, distribute intelligence information and establish and maintain contact information. Through sharing of contact information, it is easier to make a response and conduct recovery in the long run. In consequence, this may provide intelligence, action planning, and file sharing making it easier to respond and handle a situation arising in a particular area.
Web-based situational awareness programs will be used in Georgia to monitor and respond to emergencies resulting from the changing weather conditions. Georgia is prone to extreme weather conditions and a suitable web-based situational awareness program needs to be developed to provide information on the differences in weather conditions, and current developments in weather conditions through the dissemination of information among different people. The program will help in carpeting awareness and preparedness of the residents of Georgia to avoid unforeseen weather conditions. Weather forecasting information will also be notified to the members of the public.
Overview of WEBEOC Program
In Georgia, the WEBEOC program will be adopted to aid in disaster management related to the changing weather conditions and provide information to necessitate the response to these conditions. The web-based situational awareness program is developed by JUVARE and offers disaster management and workflow management (Emergency Management Software – Powered by Juvare Exchange, n.d). The program is designed to help organizations prepare and respond to incidents that are likely to arise such as diseases, workflow issues, and sharing of information ((WEBEOC, 2020). The program is further designed to respond to different emergencies thereby offering suitable emergency management.
Usage of the WEBEOC Program
• Identification of a situation.
• Creating awareness by sending alerts to residents’ mobile phones and other web-based systems through the integrated alerting system (WEBEOC, 2013).
• Allows residents or users to respond to the situation.
• Monitoring of the situation.
• Management of the situation.
• Sharing of information about the disaster.
• Conducting reporting of adverse situations.
• Alert the emergency response teams.
Scenarios that will necessitate the Usage
In the event or anticipation of adverse weather conditions, the WEBEOC program will be used to conduct situational awareness. Georgia is prone to extreme weather conditions which are likely to affect the normal operations of the residents. Also, the program will aid in response to the adverse effects of weather conditions such as flooding, destruction of property, and road traffic. People will be advised on the suitable routes to use in the event of flooding and road traffic. Alternative routes will be shared through the integrated alert system. Also, the system will trigger a response from disaster management systems to take the necessary action to ensure the situations are well responded to. Consequently, the people of Georgia will become more aware and active in case a calamity takes place.
Access to the Program
The program will be accessed by the emergency response team, emergency information management department, and EOC members involved in the mitigation, preparedness, and recovery process. These members and teams are responsible for monitoring weather information and alert the residents of Columbus, Georgia to ensure everyone is alerted of the extreme conditions. Furthermore, access will be limited to ensure a well-coordinated and integrated system of sharing information and creating alerts to the members of the public (WEBEOC, 2020). The EOC member will therefore prepare and advise people on how to respond to the situation arising in the county and avoid the side effects of the extreme conditions. To access the members and teams with access need to have specific log-in formation and security to avoid false alarms and information. Also, the accessories will further be allowed to be alert and make sure they are ready to take the necessary response measures required during the disaster.
Policies and Protocols for Full Implementation of the Program
The program should be embedded with access protocols to allow only access to the authorized personnel only. By so doing, will allow the county to mage the flow of information easily and avoid unauthorized access likely to tamper with the dissemination of information. Besides that, authorized personnel need to change their passwords more frequently to minimize unauthorized access. Moreover, the program should be integrated with other regional management information systems to form the Joint Regional Exchange System (Homeland Security Information Network, n.d.). Homeland Security. Retrieved April 15, 2021, from https://www.dhs.gov/homeland-security-information-network-hsin . The system allows access to information not only in Georgia but also from other counties to aid the members of the county to plan for planned visits or travels to other states. Also, people should be trained on awareness, preparedness, and response to disasters. Eventually, this will ensure the program is fully implemented and working efficiently.
