ASSIGNMENT #2:
Health Policy Analysis Study
This assignment is worth 50% of the final course grade.

The Health Policy Analysis Study is a 15-page paper (double spaced, excluding
cover page, abstract, reference page(s)) analyzing a health policy question
about which you are passionate. While 15 pages may seem like a lengthy paper,
you will find that the analysis will easily accommodate the length required. The
topic or question related to your population must be approved by the Professor.
Your policy question/topic must be submitted to the professor in the Assignment
Drop Box for approval by 10.2.20, FRIDAY, 5 PM, SIXTH WEEK OF THE
SEMESTER.

The final paper is due, FRIDAY, 11.13.20, Week 12 at 5 PM.

SELF-CHECK: COLLEAGUES MAY SUBMIT AN ENTIRE OUTLINE FOR ASSIGNMENT 2 AND
RECEIVE FEEDBACK FROM THE PROFESSOR IN THE EVENT THAT THERE IS UNCERTAINTY
OR NEED FOR CLARIFICATION PRIOR TO DEVELOPING THE FINAL SUBMISSION OF THE
ASSIGNMENT. FEEDBACK WILL BE PROVIDED WITHIN ONE WEEK OF SUBMITTING THE
TOPIC AND OUTLINE TO THE PROFESSOR VIA THE ASSIGNMENT DROP BOX. THE OUTLINE IS
OPTIONAL BUT THE TOPIC IDENTIFICATION IS REQUIRED.
Once the policy question is approved with a potential policy approach
described, the report should follow the general policy analysis format EXAMPLE
below:

I. Issue
Clearly describe or identify the health care issue to be analyzed. This section
establishes the parameters of the issue to be addressed. The health care issue
is usually stated in the form of a question.
Example 1– What is the best approach to providing health insurance to
uninsured persons in the United States?
Based on the question above, the issue being analyzed will not include the
underinsured, uninsured outside the US, or why they are uninsured. But it
also indicates the options proposed must deal with all uninsured.
Example 2 — What is the best approach to meeting the self and baby care
learning needs of new mothers?
Based on the question above, the issue analyzed will include all new mothers
whether they have insurance or not. It should include various options for those
insured and those uninsured/underinsured.
II. Importance / Information
Write a page paper – Describe why the health care issue is important using objective, factual, and/or
empirical data. This description of importance is best accomplished through a
well-organized presentation of factual information. A fact sheet may be used
preliminarily to systematically organize the data based on key issues including
the financial, psychosocial, and political impact of the current situation and how
it would be improved by resolving the issue.

III. Policy Options
Identify two or three alternative solutions or policy options to address the health
care issue. These options must be reasonable and feasible – that is they could
be implemented. These potential solutions should be discussed in enough detail
to support your ultimate selection.
The range of policy options considered may be derived from historical and
international reviews of the literature, an examination of current trends and new
ideas, or from other areas of contemporary life, external to health care. The
discussion of the policy alternatives includes both the advantages (pros) and
disadvantages (cons) of each proposed option.

IV. Preferred Policy Alternative
The policy analysis selects one of the proposed solutions or policy options as the
preferred policy option and identifies why it was selected (in part by identifying
why the others were not) and how it could be SPECIFICALLY implemented to
address or resolve the health care issue (timeline, stakeholders identified, etc)
A critical aspect of this step in the policy analysis process is the selection or
identification of the criterion or criteria that will be used to determine the
preferred alternative. It should be clear to the audience why this policy option is
preferred and your analysis should not be your personal opinion—it needs to be
supported with references from the literature.
Potential Health Policy Questions with Nursing Implications (others policy
questions of interest can be approved by the professor)
1. Should availability of health insurance coverage for all contraceptive
methods in the United States be funded with public dollars?
2. Should the Affordable Care Act be repealed and if so, what should be
implemented in its place?
3. Should providers be held responsible for patients’ addiction to prescription
pain medications?
4. Should lawmakers consider policy changes that support family caregivers
and expand Medicaid eligibility for patients with dementia?
5. What is best approach to providing care to undocumented persons in the
United States?
6. Should veterans’ health care be privatized? Why or why not?
7. Should prescription drug costs be regulated by legislation? Why or why not?
8. Other approved policy topic of interest with the approval of the professor.
Please refer to the Evaluation Rubric on the following page when preparing your
