Data Collection Methods

The most effective data collection method for this research study is the survey method.  The survey method, as described by Guthrie, is a popular method in socio-political research best used to study large groups and the patterns within those large groups (Guthrie, 2010, p. 77).  By surveying both criminal and medical trends in states with and without cannabis legalization it will be possible to determine the impact of federal cannabis legalization.

The other method used will be the case study method for its expansion on focused areas, such as a specific illness or the social impact of criminalizing cannabis users.  The case study method will not be the main focus, but will support the survey method in giving specific examples.

Data Analysis Methods

The best way to analyze this data is through the rates and percentage changes method as described in Practical Research Methods for Nonprofit and Public Administrators.  This method of analysis essentially creates statistical data by putting numbers to information which, in turn, produces an impact measurement in the legalization of cannabis (O’Sullivan et.al., 2016, p. 77).  This analysis method will be highly effective for the research study because it suits the collection of data from a large body of people.

Data Collection Methods:

The main method for data collection will be through the collection of reports and documents from the MAC. In addition, official minutes from MAC meetings, reports and documents from the Home Secretary, bill information from Parliament, political party manifestos, and reports and commentary from British Think-Tanks will be used for sources of data.

Data Analysis Methods:

Because this is a case study, the main data analysis method will be document analysis. However, due to the nature of the documents to be analyzed and the likely inclusion of numeric data, descriptive statistics will be used as well. The document analysis will focus on the identification of themes and patterns in regard to certain characteristics of the MAC and its reports, policy recommendations, etc. For example, because this case study is looking to determine the effect that the MAC has had on migration policy, changes in methods for data analysis and collection for the purpose of policymaking will be looked for. Beyond the MAC itself, descriptive statistics will be used to analyze information regarding migrants. For example, the change in migrants from a country before and after the MAC was created.

Trustworthiness/Reliability/Validity:

Due to the nature of this study, trustworthiness takes precedent over reliability and validity as the latter two are more of a concern in quantitative research in which statistical methods are undertaken (see Shenton 2004). In order to ensure the trustworthiness of this study, a couple of things must be done. One, it is necessary that a realistic picture of the phenomenon is presented. Secondly, the methods used need to be transferable in that another researcher could come to the same or similar conclusion when using them. I believe that by heavily relying on government documents and information available to the public and the use of document analysis, the study will be trustworthy.

Disclaimer; for those who didn’t read my follow up post in discussion board 2, I have changed my research project. Previously I was going to do a quantitative experimental design research project looking at taxing residents at different rates. Due to ethical concerns of taxing people differently, I have decided to do in-depth interviews with professionals to get qualitative data on people’s feelings towards the effectiveness of a flat rate tax in society.

Data collection using the in-person interviewing will be the first step in data collection. This method allows researchers to obtain detailed information and ask complicated in-depth, complicated questions which can be sensitive (O’Sullivan,Rassel, Taliaferro, 2016). Interviewing is time consuming, but is especially useful because of its flexibility (Guthrie, pg. 118). Structured interviews will be the method of choice so all the interviews will use the same questions and set of response codes with the individuals selected. In-person interviewers are on their own, and must be well trained to avoid bias or confusion of the questions being asked. The next step is creating interview protocols to ensure a systematic and methodical approach to the study to ensure internal reliability. To ensure reliability a review of the questions will be completed with a definition of terms, the clarity of items, and accessibility of the information (O’Sullivan,Rassel, Taliaferro, 2016). Operational validity produces evidence that a measure is correctly named and accurately describes what it is measuring (O’Sullivan,Rassel, and Taliaferro, pg. 20).  The research questions will be analyzed to ensure the definitions are clear and measurements can show relevance in the data. Each interview will be recorded via recording tool to be able to review the interviews from the recordings.

The subject pool should include persons who can go in-depth on the subject matter. I will focus on economic teachers, business persons, and tax policy experts at city hall who can answer interview questions pertaining to the impact of a flat tax. A survey will be sent out to professionals meeting this criterion, clearly explaining the purpose of the study and requesting their participation. An equal number of people from each category of professional would be ideal with a goal of 30 interviews being conducted.

Data analysis will include each source having a unique identifier to protect their identity, and it will decrease any bias when reviewing the data analysis. Coding the data will be the first step in analyzing the interviews. A prelist of categories or themes will be developed before the interviews to see if patterns develop in the data. The second stage of analyzing the data will see if several of the categories complement or contradict each other. This second level coding will allow you to determine findings in the data on the flat tax, from there you can generate recommendations and theories based on the idea of the flat tax being beneficial or harmful. One important fact any research must keep in mind is that research cannot prove correct theories or hypotheses derived from them, it can only prove them wrong (Guthrie, pg. 151).
