Briefly summarize the 911 event and the emergency preparedness and response issues these after action reviews and research describe.

I think the preparedness and response for 911 were pretty good given the severity of the crisis. Nobody predicted that the towers would collapse. So if the towers never collapsed the outcome and the after action reviews would be very different. After the attack at 8:46 am, the FDNY protocols established an Incident Command Post in the lobby of the World Trade Center 4 minutes later.1 Then EMC commanders began to set up geographic areas around the scene where ambulances were staged and patients were triaged, treated and transported to hospitals. The EMS Assistant Chief of Operations assumed overall EMS Command at the Incident Command Post, reporting to the Incident Commander.1 Everything was going smoothly up until chiefs started to face communication problems due to radio traffic congestion. This could have been prevented if EMS channels were not on the same frequency. This congested problem was ultimately exacerbated by many ambulances dispatched at the World Trade Center. Responders and personnel had difficulties because of communication failure– communications caused a delay in response. The article mentions that there must be an improvement process to evaluate, acquire and deploy technology and communications equipment and infrastructure.1

How could additional policies and training have improved response to this crisis?

Increase operational preparedness. As a public health professional, I believe it is important to understand Emergency Preparedness and the right course of action to take in any given crisis. What concept I learned and mastered very well is preparing for an emergency. This weeks simulation in Franklin County has strengthened my abilities in how I would prepare for an emergency. I believe two important policies that I should always incorporate is an ICS and incident management teams. I feel that using these two policies and establishing them in an adequate manner, will mitigate harm, injuries, and miscommunication between the public and first responders and public health personnel.

How could you, as a public health professional, have applied this concept or tool in preparing and/or responding to a similar crisis?

I would apply the concept of preparing for an emergency by establishing an incident command system. So all team members know their tasks and duty and how to communicate in any given crisis.
