Griffin Police Department “Meth Task Force” Action Plan
For this assignment you are going to create a plan of action based on the scenario you reviewed for M4A1. The scenario follows for your review:
The Griffin Police Department (GPD), located in Okashawa County, is a medium-sized organization in a Midwestern state, about 10 miles south of Interstate 70. It serves the city of Griffin, population 65,000. There are 165 police officers, together with 40 auxiliary personnel. The department has three detectives and a juvenile unit. Most crime in Griffin is property crime and some delinquency and status offending. The chief of police is Dan Ainsworth, who has been on the job for the past 32 years. Ainsworth has worked his way up through the ranks, starting out as a rookie cop with the GPD and working his way up in rank over the years. Ainsworth has a high school diploma and no college experience. He is now 61, but he plans on working until age 70. He doesn’t plan on doing things differently, since what he has done in the past seems to have worked well. He gets along well with the Griffin mayor and city council. His approval rating is high. His police department is running smoothly, and everyone is doing whatever it is they are supposed to do. Turnover among officers is quite low, since most officers are satisfied with their jobs.
One day an agent with the Bureau of Criminal Investigation (BCI) pays a visit to Ainsworth. William Frawley has been with the BCI for 12 years and works in the gang task force. Frawley informs Ainsworth that there is a significant and growing methamphetamine problem in and around Griffin, especially on some of the sparsely populated farms in the surrounding countryside. Frawley wants Ainsworth to assign some of his juvenile officers to work with Frawley’s agents as well as some of the Okashawa County Sheriff’s Department juvenile officers in an effort to combat this growing drug problem. The last thing Ainsworth needs right now is the visibility of a major, gang-related drug problem right in his own backyard. Thus far, his own juvenile unit has said nothing to him about drugs and juveniles as major Griffin problems. He says as much to Frawley.
Frawley produces some documents to show that increasing numbers of communities, especially those along major interstate highways such as I-70, have been targeted by juvenile gangs for locating methamphetamine labs for production and distribution. Furthermore, the BCI has an undercover officer pretending to be a gang member. The undercover officer says that Griffin is a major distribution point for much of the methamphetamine and other drugs, such as cocaine and heroin that are making their way to Chicago, Oklahoma City, Detroit, and Omaha. Ainsworth advises Frawley that it seems that the county boys and the BCI seem to have the situation well in hand. Further, Ainsworth can’t spare any of his limited juvenile officers to work on any task force. He says that he doesn’t see how this is his problem anyway, and he believes that the BCI can handle it without his assistance. He says to Frawley, “Listen, Bill, I’ll tell you what. The first inkling my officers have of drugs in Griffin, we’ll get together, have a conference, and decide whether we ought to get involved. Right now, I’d just as soon not bother the mayor or city council and scare them with the idea that drugs are all over Griffin. Let’s just leave things as they are.” Frawley leaves, thinking that he’s not going to get any cooperation from Ainsworth.

Purpose of the Action Plan
The purpose of this documentation is to provide a justification for the need to create an interagency taskforce that acts cooperatively between the Griffin Police Department, the BCI and the Okashawa County Sheriff’s Department juvenile officers. This tasks force’s main objectives are to address the mushrooming Methamphetamine “Meth” drug addiction and resulting gang activities recorded by the BCI that is due to the rise and spread of distribution facilities within the larger Griffin City area regions. Specifically, areas to be targeted among others will be Meth facilities on the major interstate highways such as the I-70 that provides distribution services to larger cities such as Chicago, Oklahoma City, Detroit, and Omaha. This informational and guidance strategy aims to call for the ethical implications of the task force and create a justification for the task force by calling in on the morality and learning outcomes that such an interagency cooperation will result in. This action plan report will effectively define performance expectations of the employees of all the agencies involved. Additionally, there will communication expectations to help create a well oiled task force with the aim of eradicating the Meth menace that is increasingly affecting Juveniles within the Okashawa county and outlying urban areas.
Premised Communications Between GPD and the BCI on Establishment of the Task Force
As established in a communication between a representative of the BCI assigned to the Okashawa county Meth problem and I, the Chief of the GPD; cooperation between the agencies seems feasible. Reasons that were used to justify this claim identified that the matter was within GPD’s jurisdiction and scope of actions. Additionally, major hindrance that evaluation of drug problem was identified is that at the moment, the news of a possible drug problem would hinder the Mayor and City council offices as it will inconvenience their ability to work and politicize the matter. Additionally, the drug problem was identified to be a potential long term problem for the GPD. There was an already identified premise that there had not really been a communique from juvenile officers to the Chief’s office on the drug problem and as such, it would be an inconvenience to a city police department’s working abilities. On the other hand, some of the major areas that are likely to be affected include the rate of employee turnover that was already at an all time low turnover due to low crime rates. Interagency cooperation in regard to the drug problem will greatly play in change this dynamic dispensation. The GPD also identified that it has a good track record in maintaining law and order within the city as most crime in Griffin is property crime and some delinquency and status offending.
Moral and Ethical Considerations in the Activities of GPD in the Meth Problem
Knowing that as a department, police officers have to behave a certain way that is moral and just. All together intentionally seeking to behave in the contrary creates the need to sharpen the officer’s moral vision. The GPD has a responsibility and the obligation to maintain law and order within Griffin and as such, the moral and ethical implication of the police actions are called into question in this instance. The drug problem lies within its mandate as it is likely to create a rise in insecurity and lawlessness. The GPD will be held morally culpable if they fail to act since they are essentially breaking the social contract created between the authorities and the public. The police officers are a critical element of the social contract between the public and their government to maintain rules and regulation for the development of the whole society at the expense of all the members. All this factors call for a more proactive approach and a need to be aware of the role of GPD in the drug problem that has metastasized and likely to cause greater insecurity implications in the future. As such the GDP will need to act. Additionally, one key consideration to be made with regards to morality and ethical system can be learned under the normative ethical theory. This theory is the most important element of morality that guide’s the officer’s actions. Advantages of the interagency Cooperation on all parties involved in the Task Force
The cooperation will include a variety of local, and state agencies. These agencies together with the Griffin Police Department will include the BCI, the Okashawa County Sheriff Office, lawyers, corrections officers, and social services. This partnership works adequately in creating a complementary working relationship where they formulate an elaborate and efficient working procedure. The US Department of Justice identifies that there are various types of partnerships that can be borne off this cooperation identifying some of the key partnerships to revolve around; Enhanced supervision, fugitive apprehension, information-sharing, specialized enforcement and interagency problem-solving partnerships (Reno et al. 1). They function adequately in performance of joint supervision for the selected offenders, those out in the streets on parole and potential criminals, they function greatly to assist the police in community-specific problem by creating targeted individuals and fostering a working relation with the police, they confer and help identify problem of mutual concern for all involved creating greater efficiency.
Working cooperatively allow for the formation and establishment of procedures for the exchange of information within the community and allow for greater collaboration in identifying offenders and apprehension of persons. As such some of the advantages that can be gained include better use of powers through complementary ways that is beneficial for all, better morale due to achievement of common goals, improved support from policy makers and strategic learning experience may be gathered. This creates better partnerships and allows for greater awareness into regional problems and an efficient localized solution.
