The US occupation of Japan was a period of military administration and reform that lasted from 1945 to 1952, following Japan’s surrender in World War II. The occupation was led by General Douglas MacArthur, who was appointed as the Supreme Commander for the Allied Powers (SCAP). The main goals of the occupation were to demilitarize, democratize, and rehabilitate Japan, as well as to prevent the spread of communism in Asia.

The occupation began on August 28, 1945, when US troops landed in Japan and accepted the formal surrender of the Japanese government on September 2. The occupation forces consisted mainly of US personnel, but also included troops from Australia, Britain, China, France, India, the Netherlands, New Zealand, and the Philippines. The occupation was divided into four phases: initial control (1945-1946), consolidation (1946-1948), reverse course (1948-1950), and peace treaty (1950-1952).

During the initial control phase, the occupation authorities focused on disarming and repatriating Japanese soldiers, dismantling war industries, purging war criminals, and providing humanitarian relief. The SCAP also issued a series of directives that abolished the military and feudal institutions, established civil liberties and human rights, and promoted land reform and labor unions. The most significant reform was the adoption of a new constitution in 1947, which renounced war as a sovereign right, established a parliamentary democracy, and granted equal rights to women.

During the consolidation phase, the occupation authorities shifted their attention to economic recovery and social stability. The SCAP implemented policies that aimed to break up the zaibatsu (business conglomerates), stimulate trade and industry, and foster education and culture. The SCAP also encouraged political participation and cooperation among various parties and groups. The first postwar elections were held in 1946, resulting in a victory for the Liberal Party led by Shigeru Yoshida.

During the reverse course phase, the occupation authorities changed their approach in response to the outbreak of the Cold War and the Korean War. The SCAP relaxed its anti-monopoly measures, supported conservative forces, and suppressed leftist movements. The SCAP also sought to rebuild Japan’s military capability and align it with US interests. In 1950, the SCAP authorized the creation of a National Police Reserve, which later became the Self-Defense Forces.

During the peace treaty phase, the occupation authorities prepared for the end of the occupation and the restoration of Japan’s sovereignty. The SCAP negotiated with Japan and other countries on the terms of a peace treaty that would formally end the state of war and define Japan’s international status. The Treaty of San Francisco was signed on September 8, 1951, by 49 countries, but not by China or the Soviet Union. The treaty recognized Japan’s independence, waived reparations claims, restored Japan’s territorial integrity (except for some islands), and allowed Japan to join international organizations. The treaty also included a security pact that allowed US forces to remain in Japan for mutual defense.

The occupation officially ended on April 28, 1952, when the treaty came into force. The occupation had a profound impact on Japan’s political, economic, social, and cultural development. It transformed Japan from an imperialist aggressor to a pacifist ally, from a feudal society to a modern democracy, and from a devastated nation to an economic miracle.
