1. Introduction

Modern satellite sensors are able to see through darkness and can pierce the weather to deliver actionable data; UAVs are cheap, can linger over a search area, and can be fitted with a number of sensors like high-resolution optical and infrared cameras. Conversion of technology into tangible improvements in search and rescue operations requires both material and human capacity. There needs to be a more focused approach to the development of search and rescue capability. Other steps include putting in place international standard training programs and 100 percent radar coverage in every country within the West Africa region. This would be a prerequisite safety measure for “automatic and continual” tracking of aircraft of any size over West African airspace. Such a system would provide real-time positional data to search and rescue controllers and would be a massive improvement over the present, where current systems can, for various reasons, take up to 10 minutes to provide the necessary data.
West Africa has a number of countries that have large bodies of water or vast tracks of open land. These uncontrolled spaces include the Sahara Desert and the Atlantic Ocean, where harsh weather and a lack of infrastructure hamper search and rescue efforts when an aircraft goes down. Human trafficking and other illegal activities also occur regularly in this region and benign activities sometimes require a search and rescue response. With major advances in commercial satellite technology and the advent of unmanned aerial vehicles (UAVs), it is reasonable to expect that the search and rescue community in West Africa would take advantage of these new technologies to increase their capabilities. Indeed, the technology has advanced to the point where even a state with relatively modest resources can develop a world-class capability.

Search and rescue operations play a crucial role in saving lives and preventing injuries during emergencies and disasters. The ability to quickly locate and evacuate people in distress is directly linked to the number of lives that can be saved in the aftermath of a disaster. High quality search and rescue services are particularly important in a disaster-prone area like West Africa, where various natural and man-made disasters occur frequently. This is mainly because the region has a large and diverse population which is unevenly distributed and the rapid development in the region is putting people at high risks. In addition, many West African countries do not have well-established search and rescue services and in countries where such services exist, they lack proper infrastructure, resources, and expertise to be effective. For example, in a regional conference held on disaster risk management and food security, “the need to strengthen the disaster management capacity of ECOWAS (Economic Community of West African States) and its specialized institutions in order to respond efficiently and effectively to the demands of relief and rehabilitation” was highly recognized. However, disaster management and emergency response including search and rescue is a complex multi-disciplinary field that requires substantive knowledge and expertise. National and regional disaster management agencies need to develop and maintain a high level of staff and operational readiness to be able to respond to disasters. Also, there is a need to establish regional capabilities for large-scale and complex disaster events. Therefore, it is important to further develop and enhance the search and rescue services in West Africa to face the current and future challenges of disaster management and emergency response in the region. Such enhancements are not only essential for the implementation of international frameworks for disaster response but also would entail local capacities building and national development.
